Duties
Summary
This position is located within the Data Analysis Branch of the Data Analysis, System Tools and
Information Sharing Division, Budget Directorate, Office of Finance (OF), Enterprise Services
(ES), United States Customs and Border Protection (CBP), United States Department of Homeland Security (DHS).

The purpose of this position is to formulate budget requirements for all phases of the budget cycle within the Budget Directorate of the Office of Finance. The incumbent performs budgetary functions in support of major CBP programs, including user fee accounts.

Responsibilities
- Plans, organizes, and carries out budget activity for a significant program component and has a fundamental understanding of the full lifecycle of the budget process and application of funds appropriated and from user fee revenue.

- Ensures the effective integration of program and budget planning.

- Ability to evaluate and analyze systems and contribute to identifying trends and changes in both summary and detailed data for use in analysis, forecasts, models, presentations, and recommendations.

- Ability and skill in developing singular, specific and multi-audience presentations, summaries and other communications in a clear and concise manner to organize work assignments and to assist the supervisor and higher graded analysts in developing briefing material and deliverables.

- Comprehensive skill in identifying and analyzing legislative, policy and regulatory decisions to develop budgetary plans, policies, and guidance and to make adjustments to the budget.

SF-50 and DD-214

HIRING AUTHORITY

The Department of Homeland Security will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
