Summary
As a Management and Program Analyst in the SAC office, the incumbent primarily serves as a midlevel analyst on the evaluation of the effectiveness of government programs and operations or the productivity as well as efficiency of the management of Federal agencies. This position serves as an analyst on a range of program activities requiring application of qualitative and-or quantitative methods for assessment of management processes, systems, and mission support programs. Those may include, but are not limited to strategic planning, statistical research and performance measurement; information systems; management techniques and theories; organizational structure; and planning and control systems, impacting a wide variety of activities and operations.

Responsibilities
• Responsible for or assists in implementing, coordinating, and/or overseeing a variety of management programs or activities impacting organizational activities or operations.

• Provides technical assistance and support to headquarters and field management staff in a variety of matters relating to the application of planning systems and management programs to meet mission requirements.

• Plans, develops, or assists with planning management through briefings, presentations and conferences for supervisors and executive management; ensures accurate and appropriately concise information is available.

• Responsible for and/or assists in implementing and monitoring management information systems that focus on long- and short-range plans, policies, and programs in the direction of goals, objectives and priorities established by statutes, executive orders, the Department of Homeland Security, and supervisor.

• Identifies potential applicability and effect of new or proposed legislation, executive orders, Agency, and DHS directives and other agency decisions on respective headquarters and field office operations, managerial programs, and requirements.

Time in Grade: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. Time in grade requirements must be met by the closing date of this announcement.



Qualifications
One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties that include:

• Assisting senior analysts by developing background information for studies;

• Researching official documents, compiling, and charting statistical data;

• Gathering, summarizing, and analyzing information for incorporation into final reports; and

• Carrying out segments of specific projects.

OR

Education: Master’s Degree or two (2) full years of progressively higher-level graduate education

leading to such a degree, such as a L.L.B./J.D. degree.

OR

Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-09. Only graduate education in excess of the first year may be used to qualify.

Resume must reflect work schedule, hours worked per week, dates of employment and duties performed.

Are you a current or former federal employee? Submit a copy of your most recent SF-50, Notification of Personnel Action that demonstrates your eligibility for consideration, e.g., length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, with-in grade/range increases); your current promotion potential; proof of permanent appointment if applying based on an interchange agreement; etc.

Are you qualifying based on education? Submit a copy of your college transcript (unofficial is acceptable) or a list of coursework with hours completed. Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university. Are you a veteran? You must provide acceptable documentation of your preference or appointment eligibility. The member 4 copy of your DD214, "Certificate of Release or Discharge from Active Duty," is preferable. If claiming 10 point preference, you will need to submit a Standard Form (SF-15), "Application for 10-point Veterans' Preference." If applying based on eligibility under the Veterans Opportunity to Work (VOW) Act, you must submit certification from the Armed Forces that you will be discharged or released from active duty within 120 days from the date on the certification. The Department of Homeland Security will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
