Summary
The work carried out by this position engages in developing trends and patterns, analyzing and researching classified intelligence, conducting research in CBP databases and producing intelligence reports.
• Reviewing and analyzing CBP border encounters based on detailed understanding of terrorist travel trends and normal passenger flows;
• Representing the organization on the coordination of issues with law enforcement and Intelligence Community partners;
• Collecting and analyzing intelligence data from a variety of sources to develop trends, patterns, profiles, estimates and studies;
• Preparing preliminary and finished intelligence products and disseminating the products to the appropriate officials.

If you transferred academic credits from study abroad to an accredited U.S.-based institution
(and these credits appear on your transcript from the U.S.-based institution), then you may

Residency Requirement: There is a residency requirement for all applicants not currently employed by CBP. During the three years prior to applying for this position, you must have: physically resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations); worked for the U.S. Government as an employee overseas in a Federal or military capacity; and/or been a dependent of a U.S. Federal or military employee serving overseas. Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination. Examples of state-side coverage information include: the state-side address of the company headquarters where the applicant's personnel file is located, the state-side address of the Professor in charge of the applicant's "Study Abroad" program, the church records for the applicant's overseas church missions, and/or the state-side addresses of anyone who worked or studied with the applicant while overseas. Applicants must provide this information when filing their application for employment.
Qualifications
GS-7: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
• Performing preliminary research, analysis, and evaluation of raw intelligence data based upon such factors as recency and authenticity of technical detail and coverage;
• Preparing organized presentations of studies which are necessarily brief due to the uncomplicated nature of the specific intelligence, portions of larger studies as assistants to other specialists, or summaries of larger studies;
• Reviewing requests for information coming from research specialists and making preliminary determinations of appropriate sources for acquiring such information;
• Making the preliminary determinations on the distribution of most intelligence reports.

Education Substitution GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.

OR

GS-07: Superior Academic Achievement (SAA) may also substitute for the experience required at this level. SAA is defined as a Bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, having a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. Experience GS-09: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
• Analyzing, assimilating, and evaluating all available intelligence information relating to their assigned area of responsibility;
• Preparing (1) finished studies of factual data, which may be complete in themselves, or (2) assigning portions or contributing to larger studies, statistical compilations, or intelligence publications. Characteristically the finished intelligence which they produce does not require projection of data or estimates of probability;
• Filling requests for intelligence information levied on their own organization by other intelligence organizations;
• Carrying out liaison functions with other intelligence organizations with respect to individual problems which are not expected to offer complications;
• Preparing collection instructions, guides, and manuals for use by collection activities and organizations, and participate in the review and evaluation of the collection process

Education Substitution GS-09: A Master's degree, two full years of graduate education, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. This education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

Following a Conditional Offer of Employment (COE), selectee must undergo a background investigation and Selectee must be able to obtain and maintain a TOP SECRET (TS)/SCI security clearance.

HIRING AUTHORITY
The CBP Hiring Center will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with active service requirements to make appointments to this position in the excepted service. You may be Non-competitively converted from excepted service to competitive service with career-conditional status after 2 years of substantially continuous service.


Additional Notes
TRAINING: This position has a training requirement. Selectee(s) are required to attend and successfully complete paid mandatory training. Courses currently include (but are not limited to) the Intelligence Foundations Course, Systems Exploitation Training, and the CBP Intelligence Support to Operations Course. The location will be determined at the time of training. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
