Summary
This position is located in the DHS Office of Strategy, Policy, &Plans (PLCY). PLCY provides policy development, coordination, strategy, planning, and analysis to the DHS Secretary and other Departmental leaders to facilitate decision-making and other critical matters that may arise in a dynamic homeland security threat environment. PLCY is responsible for strengthening our Nation’s homeland security by developing DHS-wide policies and programs to promote and ensure quality, consistency, and integration across all homeland security missions.
Responsibilities
Within DHS, PLCY reviews and clears nearly all materials prepared for the Secretary, Deputy Secretary, PLCY leadership, and other Senior Leadership of Homeland Security. As such, the incumbent has the critical responsibility for ensuring the quality and accuracy of materials and the appropriate flow and control of priority correspondence received from and transmitted to the White House, Congress, other Federal agencies, the private sector, and the public. The incumbent maintains an awareness and understanding of all policy formulation and development within PLCY to facilitate and proactively manage all incoming/outgoing correspondence, congressional reports and testimony, and briefing materials.

Qualifications
Background in international studies, public policy, social science, or related field.



Experience with articulating complex problems and developing creative solutions



Familiarity with DHS’s missions



Excellent writing, editing, and research skills



Ability to communicate effectively with staff including the Assistant Secretary’s immediate staff, Senior departmental managers, and other high-level officials with the Office and from other Components of the Department.

SF-50 and DD-214

If you are a current or former federal employee, you must include your SF-50 (or similar document proving federal employment) in your application. If you are a veteran or active duty member of the U.S. military, you will need to include a DD-214 in your application.

HIRING AUTHORITY

The Department of Homeland Security will utilize the Schedule A (r) and/or NDAA’13 hiring authorities afforded to all NSEP award recipients with outstanding service requirements to make appointments to this position in the excepted service. NSEP award recipients who have already completed their service requirement to NSEP in full are not eligible to apply.
