Summary
This position is located in the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Intelligence Enterprise (HSI Intel) Headquarters’ office. HSI Intel’s primary mission is to collect, produce, and share timely, comprehensive and accurate criminal intelligence analysis that enables criminal investigators to identify, prioritize, investigate, disrupt and dismantle terrorist, transnational and other criminal organizations that threaten or seek to exploit the customs and immigration laws of the United States. The incumbent is responsible for criminal analysis and intelligence work in support of Headquarters, special project/assignment, and/or, one or more of HSI-Intel identified Career Specialization Tracks.

This position is of a sensitive nature and the incumbent may be exposed to highly confidential information and programs. The work of this position includes collecting, analyzing, and evaluating all-source criminal intelligence information, and coordinating and preparing intelligence products used to inform decisions impacting public safety and national security. The following describes work at the full performance level and requires specialized knowledge and/or subject matter expertise.

Serves as an advanced trainee level Intelligence Research Specialist (Criminal Analyst). Major duties and responsibilities include developing the knowledge, skills and abilities to analyze and
report on criminals, criminal conspiracies and criminal networks, inform criminal investigative decisions, support law enforcement operations, and contribute to strategies to protect the
homeland from criminals exploiting the customs and immigration laws of the United States. As an entry-level analyst under the supervision of a higher-grade Criminal Analyst, learns to apply
all-source research, collections, analysis and reporting knowledge, skills and abilities to assist higher-grade specialists. Developmental assignments in criminal analysis and intelligence work
may be in support of a geographical and/or functional area, such as a Special Agent in Charge (SAC) field office.

Responsible for learning and complying with the HSI Framework for Criminal Analysis and HSI standards for organizing and reporting Criminal Analysis Work Product. Learns HSI's
standardized criminal analysis tradecraft including Framework products, methodologies, and structured analytical techniques. Studies analytical tradecraft, best practices and existing
products. Collaborates with other Criminal Analysts to produce Framework products, threat assessments and intelligence reports.

Top Secret Clearance must be attained and maintained at the DC office.
TRAINING: You will be required to complete the Homeland Security Investigations Criminal Analyst Training 2021 (HSICAT 2021), which is hosted by HSI Office of Intelligence. The course is designed for ICE Criminal Analysts (CAs), providing them with the basic skills necessary to be effective and successful CAs while supporting DHS and ICE missions. This agency specific CAs training must be completed according to the standards of the HSI Office of Intelligence. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
Qualifications
You qualify for the GS-07 grade level if you possess one (1) year of specialized experience at the GS-05 grade level or equivalent performing duties such as:
• Successfully complete required formal and on-the-job training, and demonstrate a progressive ability to independently accomplish assignments;
• Preparing well-researched and logically organized presentations related to work assignments; and
• Researching and analyzing data, issues, and information in support of projects or work assignments of higher-grade specialists.
OR 1 full year of graduate level education or superior academic achievement; or a combination of the required experience and education for this grade level.

You qualify for the GS-09 grade level if you possess one (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
• Providing assistance to senior specialists preparing routine research study reports of law enforcement intelligence products.
• Conducting preliminary research regarding source reliability and credibility and the level of agreement between the information in question with known data.
• Disseminating law enforcement intelligence reports and products using prescribed methods.
OR: two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; or a combination of the required experience and education for this grade level.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Substitution of education for experience:
GS-07: You may qualify for the GS-07 grade level if you have successfully completed one (1) full year of graduate education in a qualifying educational institution; or successfully completed a bachelor's degree and claim eligibility for superior academic achievement based on one of the following: 1.) Provide proof a grade point average of 3.0 or higher on a 4.0 scale; or 2.) Provide proof of class standing in the upper third of the graduating class or major subdivision; or 3.) Provide proof of membership in a national scholastic honor society for the experience required at the GS-07 level.

GS-09:
You may substitute a master's (or equivalent graduate degree such as a LL.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree for the experience required at the GS-09 level.
